double pedal voltage

I have a double pedal that I have built, its a Mach-1 and a Six String Stinger. They sound just off, esp the SSS. When I measure the voltage coming in I get about 5.5V. It is a good power supply, 9V. is this expected on a double pedal or do I have an issue?

 
Have you tried reflowing the connections at both the PCB and the jack?
Is there any flux on the board?

Do you get 9v at the jack itself? Always good to make sure it isn’t a dodgy power supply.

It's not expected. Both boards should be getting 9V.

In addition to double checking your power supply, check all the connectivity at the SMD pads. Maybe some stray solder is shorting something. When I scale up the picture that area looks suspect, but it's hard to tell from a photo.

ok so I thought that I had this sorted out. voltage is good now coming in now and the Mach-1 sounds great but something is off with the SSS. getting a volume drop unless the volume is pretty high and the "drive" just sounds plain bad. I measured the J201 and here is what I have for each at the drain, source, gate respectively. voltage was 8.96 coming in.

Q1 - 0 / 3.99 / 3.65
Q2 - 3.99 / 8.19 / 7.16
Q3 - 0 / 3.95 / 3.68
Q4 - 3.96 / 8.18 / 8.53
