I’m trying to troubleshoot a perf board I’m making for the DOD210. I attached what I used; however some other diagrams don’t have the diode (4001) and 47uf capacitor. What are their purpose here?

Noob question: where do I put the probs when measuring the voltage? I’m assuming the positive goes where vcc is labeled. Anywhere else? Where does ground prob go? also, what’s a reasonable voltage reading at vcc and elsewhere?
