The momentary switch says SPDT On/On. Is it supposed to be Off/On?

That's two different switches.
The momentary switch says "Momentary footswitch".
This is what you want for that:

The SPDT ON/ON is a standard toggle switch, like this:
There's really no such thing as an OFF/ON SPDT, that's not how an SPDT works.
When the center and top lugs are ON the center and bottom lugs are OFF.
When the center and top lugs are OFF the center and bottom lugs are ON.
