Leprechaun volume loss at tone pot

I built a leprechaun recently, and the wet volume seems to be lower than it should be. I found with an audio probe that the volume definitely drops from pin 3 to pin 1 on the tone pot. I got advice from someone else to see if taking out C10, the capacitor attached to the tone pot, would fix the volume loss, and it didn't. Here are some photos, and the schematic:

I also reflowed all the connections, and it didn't change anything.
