SOLVED Sunflower Fuzz charge pump issue?

Hello!

I thought I'd start back with a relatively easy build but this one has me stumped! I have a sunflower fuzz that works fine for bypass but no sound when engaged. At first I thought it might be the transistors or the bias, but when I tried probing with my multimeter I realized I seem to be getting the wrong values out of the TC1044:

1 - 9.4
2 - 9.4
3 - 8.3
4 - 8.4
5 - 0
6 - 7.4
7 - 8.3
8 - 9.4

Reading the schematic, pin 5 should be -9.4 right? Thats how it powers the PNP transistors ...

I tried swapping ICs but that doesn't seem to be the issue AFAICT

Any ideas are appreciated!

Ok! Took a break from this but after dealing with some charge pump issues on a different circuit I came back. After studying the schematic it looked like the big problem was that pin 3 on the pump was not ground. I took the socket out and replaced it and viola! Ground and the pump worked. Now I just need to tune the transistors for it.
