Valhalla not getting the right voltage

I am not getting 12v at pins 8 on ics. Changed out the 1044 twice. then even tried a 7660S. The only way to get 12 volt where i need it is to put 14 volt in from the start.
any idea where i should look. right now i have it hooked up to a pedal test box.

My first observation is that your L78L12 is upside down. Try and swap that then re test your voltages.

used a different regulator works good now, but when i disengage the pedal i loose pass through if i keep kicking on and off finally pass through comes back. new pic attached.

Isn't the vh4 an 18 volt circuit? Regulated down to 12 volts?

I can’t answer that but I can tell you mine works fine from 9v-18v, but it’s sounds better at 12v-18v.
