Contact with copper substrate

Hi experts!

I am trying to fix a pcb board that got some moisture damage. See image. The solder point with the blue circle is having contact with the copper substrate of the entire board, which I assume seems faulty, right? I tried to scrape a bit around it but could not clear it properly.

Am I thinking correct in that this could be one of the issues?

Not necessarily. It could be the GND solder pad, so it's normal for there to be a connection to the surrounding copper layer.

Look at the solder pad marked in red. There are small bridges (like spokes) connecting the solder point to the copper (called thermal reliefs). Take a good look around this point to see if they're there too. What's that thing on the other side? What component?
