Hello burkhart87, You could chopstick it, open the back cover, turn it on (connected as usual) and use a chopstick to gently tap on every components to locate the faulty components, or faulty solder. Only the chopstick can touch the electrical area, watch out for your safety.

I'm in France, if i recall correctly the 125B go down to 150 Hz but the transformer from primary windings go to 85 Hz. To me the 150 Hz was a no go, especially for a small amp you need thump.

Test done with my Black Eye, the B+ is going up when I increase the input voltage from 9V to 12V, and down when going back to 9V. So it not regulated, your build have nothing wrong. 240V at 9V, 310V at 12V. A link to the video of my test (hope the link is working) ...

I just tried the 390R resistor, the B+ was 376V, so if 560R is 257V and 390R is 376V... Seems like 470R will be close to 320V.

Hehe it is a 2k2 resistor, i ordered a Diplomat as a kit and looks like they made a mistake, a 2k2 resistor was missing (a 220k was extra). I only had this 2k2 dale resistor in my stock. I already ordered the 390R resistor and a 350V capacitor to increase the B+, should be deliver next week.
