Measurements of pots

Do pots have to be pulled from the circuit in order to measure their ohms. I always thought you get 0 ohms on one end and whatever the the value the pot is on the other end switch your probes and it should be the oppositeI assume tho that it depends on what the pot is is being used for? I have a pot that goes up going CW then 1/2 way goes down wondering if the pots bad and that’s why the circuit isn’t working

The resistance between pins 1 and 3 are the total resistance of the pot.

Well this sucks. I wasn't ready for you Mr. Fig , to hit me up with that crucial last question I cannot answer at the moment. I've forgotten which board it was. Ima try n figure this out and come back better prepared In the meantime thank you for your time. Seriously appreciate all the help here
