SiliSmile Fuzz low output unless cranked

Recently decided to build this simple fuzz kit from stompboxparts and it sounds nice, but I can only get signal out of it when both pots are around 4-5 o’ clock. Even using a signal generator to push a wave through the input, I can only see the wave come through the output jack if I have the pots near maxed out. Even my guitars volume pot has to be around 8 to even make noise through it while active

I reflowed all my solder joints just incase I didn’t get both sides or had a cold joint. But it’s still the same. Are there any known issues with this pedal that causes this? I’ve tested all the resistor values, caps, and transistors out of the board and they all seem fine on a meter.
 
Most FF circuits sound "best" with the fuzz dimed and then left alone. What is your bias set at? Can we get a voltage reading on Q2 collector?
 
Pictures of both side of the board are always a good help. Many people can diagnose issues directly from picture.

My gut instinct with fuzz faces and the issue you describe is always a poor connection on the fuzz pot ground.
