tc1044 ground question

First time using a charge pump.
I am looking into building the sunface: https://docs.pedalpcb.com/project/Sunflower-PedalPCB.pdf
The tl1044 takes in +9v and pin 5 puts out -9v. Is the ground still the (-) that comes in or the (-) below the 47u cap that joins -9v to ground? maybe dumb question, but I just wanted to confirm that the ground is what I think it is.

It's not a dumb question. Ground is ground whether or not you are working with positive of negative DC voltage. In the case of an inverter, that 47uF cap is still a power decoupling cap but the + end is connected to ground rather than the - because in that case, ground is the higher voltage source (relative to the negative DC output on pin5). Hopefully that makes sense - it's a little wordy.
