SOLVED Voltage Supply Question

I'm reposting this after some further work. R44 below has voltage (9V) to it's left but none on the right leading to IC4. The value is correct and I even replaced it yesterday just in case. The network of connections goes to each IC on the board. Obviously no IC gets power. There is power to the CTRL LEDs. What am I misssing?

In situations like this the first thing I do is make sure I haven't made a mistake in the actual measurement. Are you getting no reading or 0v reading on the right side of that resistor?

The second thing I would do is pop all the ICs from their sockets and measure on the +9v connections of the bare sockets. If you read 9v then one of your ICs could be the problem. If you read 0v then you might have a soldering problem.

Thanks for replying. zero volts on the right side of the resistor. It makes no sense for what minimal knowledge I have of these things. Good idea on pulling the ICs. I'll give it a try.

It was probably a soldering and an IC problem. I re-flowed the solder and found at least one unsoldered leg and a pair of crossed legs improperly trimmed. Re-flowing solder forces one to look at every part of the underside. The signal stopped at one IC and once replace it works.

I used the Madbean Prototyping and Testing Rig. This thing has been a Godsend for debugging.
