Also, I tried replacing the ICs but still have the same issue

I built a Plumes overdrive and everything works except there is no gain at all. Volume and tone control work great, but gain control does nothing on any of the 3 settings. I’m stumped because I’ve never had this kind of issue. Any ideas?
