In addition to the loud clock whine, the voltage on pin 16 of the NE570 is high (4.2 vdc) versus what is reported at lectric fx (0.9 vdc). Could the clock whine and high pin 16 voltage be related?

These seems to be a fairly common issue that I just solved myself after a week or so of trying. Check R31. It should be 470 ohms. I had mistaken the R in 470R for a K. With a 470K there you will indeed get a volume decrease not a volume boost.
