Kaos k boost pedal issue

I have a Kaos K boost pedal im trying to fix for a buddy. Has a frying egg sound when pedal is engaged. Got in touch with the builder he is suggesting replacing the tlo71cn chip. That particular chip seems to be obsolete. Does anyone know a suitable replacement could try? 1000015613.jpg

Is this a production pedal?
2hat is that top IC? If it's a charge pump, need to check the voltage out of it. I'd also check the poorly soldered diodes. Not sure which one is polarity protection
Make sure the jacks aren't twisted(looks like the out jack is) and grounding out. Also make sure that transistor is in its stupid socket.
