    That's not even close to enough my dude, this thing pulls 700mA from a 12V supply when it's fully warmed up, which means to get it warmed up I would recommend at least 800mA, but ideally 1A if you can get it. EDIT: also don't power it up with the NE555 removed, it causes the MOSFET to overheat.

    Looks to me like those are the letter O and not the number 0. So possibly an abbreviation for positive and negative Output voltage? Reasonable to assume that's the rail voltages for the NE5532

    I mean you basically already did, if a multimeter set for resistance is showing a high resistance or an open, then the primary of the transformer is damaged. So if you want to double check obviously that's not a bad idea, but I trust your readings. I've had this a couple times as I've tested...

    The oscillation issue is only an issue with the gain high, so lower gain tubes would definitely help. 12AU7 probably wouldn't sound great though. The buffer footswitch takes care of it though, and you should be able to run it with 12AX7 with no oscillation if you're using the buffer footswitch.
