Yeah. They're just current limiting resistors. Use something close. Or use 2 other Rs in series. Twist one side of leads together, solder in the other ends to the board then solder the twist and trim. I find it easier to wait and to the twisted end last. Helps with positioning .

That really sounds like you have DC on there. There's no reason for that led to light up.

If it's truly mirrored, need to 180 the transistors, unless they are CBE pinout.

Can you post the circuit and some build photos? First Google shows a doubled LPB circuit. Is that it? Double check your transistor orientation.

Sorry. I missed this. It seems like you have some DC leakage causing offset to the clippers. Is C8 a quality cap or a 8 cent tayda? I'd try swapping C8 with a low ESR cap. I could be totally off here as well.
