Nothing aside from R16/C11 seeming odd, but it's DBA so grain of salt there. What debugging steps have you taken thus far? Audio probe the outputs of the opamps? Check the 78L05 pinout/output? Iirc, there are reverse pinout versions for some reason.

8 and 11 are both connected to ground. Nevermind. I can't count. Pedalpcb, smallbear, musikding should all have them. Mouser, cabintech as well.

Sounds like you have a bad trace or cold joint. Check resistance between the middle of the voltage divider and all point that should have vref. Also, the ground side of r10a and another ground. Probably something easily fixed with a bodge wire.

Are you using sockets on the 201s? May have a bad connection. Press and jiggle with a looper going. If you have an audio probe, probe pin 1/Drain/left and 3/Gate/right of each 201. 1 should be louder than 3.

Not sure you can get a good R reading on R101 and C103 is in parallel. Getting full vcc on both sides of R100 indicates either R100 is short or VrefB is shorted to ground. Or possibly R100 is open and the impedance of the DMM is masking it, hence the reading just below VCC. Reflow R101, left...
