    personally I wouldn’t as my experience with charge pumps is they are not at all tolerant of over voltage. If that’s the only power supply you have to use, you could try running a string of a few diodes in series with the +12v to drop the voltage closer to 9.

    R8 and C4 1.8k/100n set the low cut a bit higher than stock, 884hz vs the standard 720hz of the 4.7k/47n. Maybe larger input cap plus more low cut to compensate is what is doing it for you.
