Have you tried jumping R17 with alligator clips if it brings Clean vol up? I’d start from there if there’s no cold solder spots or other problems you catch visually or with DMM. If jumping R17 works, maybe change Clean side switching circuit same as in OD side. Edit. hold your horses and do...

Now it all starts to make sense as concept described at start was a bit hard to grasp. If it’s tone and vol only, why not go mechanical route first with sliding pots or rollers (like in keyboards) attached to regular pots?
