No all the switch "head" have the same volume, but position on2 on head 4 is louder.

Yes on2 is head 4 but a bit louder than on1 , and this volume a bit louder is enough to run the delay into self oscilation when tweaking the swell pot, this can't be acheived with on1 because volume just too low. That's it
