Byzantium Flanger no Hz at TP1

So I got the pedal built and it seems to be working just fine, never had a flanger but sounds good to me. Went to check what the Hz was since Ive seen on here that should be set to 40 kHz but I get 0. I have never had a need to use the frequency setting on my meter but seems pretty straight forward. Ground 1 probe test with other, any thoughts? Do you have to be passing a signal through the pedal while testing?

as per this guide:

1.) Clock frequency adjustment:
Set MANUAL and DEPTH knobs to full counterclockwise. Connect an oscilloscope to TP-1 test point. Adjust VR7 for T=25us (40kHz). Rotate the MANUAL knob fully clockwise. T should be 2uS +/-20%.


obvious ones to check:
- make sure the ground lead of the meter is connected to circuit ground (e.g. input jack sleeve is usually the way to go), meter set to [Hz], ensure the probe is making contact with TP1 pad.

also, which chip are you running in IC4? (should be V3102 or MN3102)

Do you have to be passing a signal through the pedal while testing?
not necessary for measuring clock frequency at TP1.
