SOLVED Captain bit - No sound when activated

I have completed a build, not my first one, however I'm not getting sound when activating the pedal.
Light turns on, I'm getting sound when bypassed and the Level Pot seems to work as well since i can hear it increase noise in my signal..
However, im at a loss.
I have reflowed all components but that didnt change anything. I've also double checked that all my values are the right ones and they all seem okay.
I've busted out my multimeter and checked voltage on the JRC chip even tho i have no clue what values i should get..

All pins are at 0 except pins 7 and 6 which are at 8.45V

Pins for the other ics are :

TL072:

1: 4.36
2: 4.36
3: 4.37
4: 0
5: 4.37
6: 4.37
7: 4.37
8: 8.75

As for the CD4024BE, only pin 14 has a value of 8.75V, all others are at 0

Update: I was in town today and came across an electronics components shop, bought a couple of random LM386 and CD4024 to test em out. Switching the LM386 did the trick!

Build is now completed!
