Circulator no FX

can't solve this on my own. new circulator build, bypass works, some settings pass through audio when in FX, but no phaser present, just clean audio. I cleaned the pcb, checked all the parts with the build docs (all Tayda parts) and examined everything with a magnifying glass. Nothing stands out. Here's my IC's:

Does anything happen when you flip the top toggle switch to either side? in the middle position it kills the LFO.

thank you. all three positions are the same, clean signal, no fx. the lower switch kills the signal when flipped to the right.

What was the fix? I am having a similar problem. Bottom toggle switch passes signal when flipped left, and nothing when flipped right. Top toggle switch has no effect.

Nevermind, I am a bonehead. I had one of the IC's upside-down. It works and it's awesome.
