Here's my redraw of @Dan M 's schematic based on @Chuck D. Bones's mods/FAC control

R30 should be 10K.

This circuit will be noisier than the Viceroy because MOSFETs are noisier than JFETs. Some MOSFETs are very noisy, so it's a good idea to audition Q1 & Q2.

Two boards with the same problem: very likely a common cause. # 1 cause of circuit malfunction is workmanship (it was built wrong). Look for incorrect component values. Then measure and report Vss (-9V), pins 1 & 7 on the IC, the source and drain voltages on all of the MOSFETs.
