EEPROM programming

How can I write hex file to EEPROM chip to use with FV-1? I've tried this tutorial that uses an Arduino for uploading files, but i had no luck with that (arduino doesn't write anything although teraterm says it did until I disconnect EEPROM or Arduino form the PC.
