SOLVED EMU amp simulator noise

I could use a little direction. I have got the EMU amp simulator put together. It works and each switch and pot seems to be working. However, the volume is low, especially if the “Mic” switch (sw3) is in the up position. It all settings, with any switch or pot, the sound has a lot of noise (static).

Below are my IC voltages.
Battery- 8.81
IC 1

Any thoughts and where to start? Too me, it is like a grounding issue, but this circuit is using a Vref (which is new to me). Will upload pictures is just a few. I need to decrease the file size.

To add: I have checked my switches for continuity of the switch and the pins. I did have one pin that required fixing. However, the problem persisted. Thanks again.
