I'm hoping someone can see what dumb thing i'm missing or got wrong, or help with a path to troubleshooting this. I've build a handful of pedals with good success, but i'm stuck with this.
I'm trying to test the board by connecting to a breadboard, a setup that has worked well in other projects. This circuit will be an always on thing for me, so i'm not wiring in a stomp switch, it'll be directly wired to in/out and on 9v power. On the test board when i connect it and switch on power i get no signal through, no sound at all.
Also, those huge electrolytics are the correct 10uf size, i just mis-ordered and got the 250v version instead of 50v. I don't think that should matter?

- reflowed all solder joints twice
- rechecked parts, i did swap 2 resistors that were in the wrong spot
- swapped both ICs for spares
- temporarily added LED, to confirm board is getting power
