Help with transistor id

What is the deal with these transistors? Do they come with leads like this? Or are the leads soldered on AMS the cap covered for aesthetics?

That’s insulating the legs from touching each other and shorting out. It’s just wire insulation, with the wire stripped out, slipped over the transistor legs
