How to Test NPN Transistor Beta with Breadboard and Multimeter

I'm having some transistor bias issues with my breadboarded Muffin here.

As the collector voltages are way too high on all 4 transistors I'm wondering if I got a 'special' batch of 2N5088s from mouser. Is there a simple circuit that I can build on a breadboard that would allow me to measure some voltages across certain resistors to determine Ib and Ic and hence calculate beta? The spec sheet says beta anywhere between 350 and 900 is in spec so not real helpful.

I think when I know what beta these transistors have I might be able to figure out what's going on. I could probably have done this when I sat my engineering degree finals in 1982 but it's been a while since then....
