Necessity of Input/Output caps when running a dual supply (VRef is Ground)

I am looking at the Frequency Interchange circuit and am wanting to run it at 18v. I'll probably just end up doing my own layout for this and use a charge pump running a dual supply to do this.

Can/Should I remove c1 and c8 from the circuit as vref is now going to be ground so I don't see a reason to be blocking DC, and the HPF formed between the resistor these caps cutoff frequency is low enough that it won't matter. Also since the pulldown resistor is already the same value on the input as the biasing resistor is to vref without the cap these seem redundant can/should I remove one of these R2/R3.

DC offset can still exist even with bipolar supplies. I would leave them for this reason.
