Pastel Preamp not biasing correctly

So pedal is working but if I turn the PRE knob past about 11 o'clock it starts cutting out like its not biased correctly. I cant imagine that a pedal would be designed to have that much of a dead spot. Checked all resistors and caps and they are all correct. Took voltage readings with the volume at noon and pre maxed. Input voltage was 9.1

I retested the Qs with the PRE knob all the way turned down and the only voltages that changed were on the collector of Q6 and base and emitter of Q7 so thinking that area is a good place to start. Also the build docs and silk screen have R37 and 38 swapped. Dont think it matters as its just the 2 resistors you switch between for the frequency select.
