Pins 38 and 21 Producing Voltage with no Daisy Seed

I have been working with the terrarium PCB revision 2 and the daisy seed revision 7. I purchased them both in December of 2025 and have been struggling to assemble a full build. Upon first construction, my original Daisy Seed encountered some electrical error resulting in its failure that I am now trying to eliminate. I first noticed an issue with my Seed radiating a concerning amount of heat and a burning smell. I removed the Seed, and the row of header pins in case of an unseen solder bridge on the underside of the PCB. Even with the header pins removed, the row reflowed, and all flux cleaned away, pins 38 and 21 still read voltage at around 5v and 1v respectively. These would be the 3.3v_Digital and 3.3v_Analog pins respectively on the Daisy Seed. Pin 40 still reads as ground and pin 39 still reads a clean 9v in. I have verified that the linear regulator, op-amp, and diode are all functioning as expected. Furthermore, a resistance in the kOhm range can be read from pin 21 to ground. My only guesses remaining are an issue with one of the two 100u electrolytic caps, or a manufacturing error in the PCB. I have one more Daisy Seed, but I am reluctant to plug it in until I have cleared this issue. I'm trying to complete a senior project for engineering school so any help is massively appreciated. Please let me know if you have encountered this issue before and if there is anything that can be done to fix it.
