Twin Face caps

I was wondering about C2 & C4 film caps in the twin face is it correct to say they aren’t polarity sensitive and can go in any way?
I am also assuming that my 9v Jack it is wired negative center correct? The way the description reads and the PCB look this is what I interpreted but I just wanted to confirm.

Negative center is correct the 1044 charge pump takes care of the power issues with - and +

C2 and C4 are not polarized. They can do either way.
