What is the purpose of the voltage regulator in the Valhalla build?

Is it just protection for the TC1044 in case you plug in a power supply greater than 12V? I don't have the part on hand and was going to substitute a 12V zener like other TC1044 builds but just wanted to verify it wasn't serving any other purpose first.
 
Basically yes. The original can be powered from a 12V - 18V power supply, the regulator ensures the voltage to the charge pump doesn't exceed 12V.
