Whammy LED problem

I bought a used bass whammy 2(the blue one),which had LED indicating problem.Two or three LED lights turn on simultaneously at one setting.It made me hard to tell what setting it's really at.Can anyone tell me what's the problem? Is there any possible to fix it?

74hc259 and/or the cd40xx are probably involved in the led switching.
Is there something, glue?, on the 74hc legs?
Check the legs of those and attached traces.
I couldn't find any WHII schems with a quick Google. If you find one, post a link

Also, be cautious with ESD with this thing. Near 0% humidity where I'm at currently. Wear cotton, stay grounded.

Does it change programs fine, but the LEDs are screwy, or are the programs funky too?

Still need some further check.WH2 schematic is hard to find,though I found WH4 schematic,not sure it helps.Digitech must had improved their schematic.
