How do companies print white on dark enclosures?

It's quite simple... white ink. For both, screen printing and UV print.
And yes, you can do it at home. But it's rather not cost effective for a single pedal. Especially UV print (printer is expensive).

How does the screen printing work for enclosures?
 
Below is another example - graphics and letters cut on a plotter in self-adhesive foil + white spray. I made two enclosures this way and I definitely prefer UV printing. Mainly because of durability.

Linocut or the ordinary rubber stamps... There are plenty of companies that cut stamps with laser. Such services are usually cheap. And there is no problem with small details. There is white ink for plastic/glass/metal (StazOn Opaque White).
