Guvernator - No juice to clipping diodes

The LED indicator lights ups just fine, but after that everything seems to go south.

Here are the vital signs -

TLT72 Leg 1 = 15 mV ~. Ranges from 12mV to 16mV
TLT72 Leg 7 = 1 mV
D2 = Anode 3.3 mV
D3 = K 3 mV
D1 Input = 9.45 mV
D1 output = 85.4 mV

No sound when circuit is engaged.

Strange that I get readings on D2 A and D3 K.

All in all I think this is royally messed up.
 
Resistor values are fine from what I can see. Obviously can't determine the caps, can we see the other side and your offboard wiring too? Power is definitely wonky somewhere with those voltages
 
Are those mlcc or tants?
And where the hell are your pots? You have to have pots installed.
What's the voltage with black lead on IC1 pin 4, red on pin 8.
So many questions...
Pin 4 - Pin 8 = -67.04 mV

The caps are MLCC

I hooked the pots back up, reading 9.45V on A and K of D2 and D3.

No signal passes when circuit is engaged.

It sounds like your DC is inverted or your 9v is shorting to ground.
Pull the 072, apply power and check pin 4 and pin 8 again. You should have 9v potential Between those points. If you don't, you have something shorted to ground.
 
I de-soldered all the components and repopulated the board with all new components, measuring each one to ensure correct values.

Hooked up everything (switch, pots, jacks). Power light comes on but nothing else happens.

It's 90 degrees in here, my AC is broken and I have lost all patience and civility. I am done with this @$%^% thing. I've built this before but for whatever reason this one refuses to work.
 
Did you check the switch to make sure it isnt borked?
It happens...
I hooked up a new switch and still measuring voltages on both LED contacts.

However it is passing signal and performing distortion.

I dunno. It's possessed. I have other projects waiting in the wings so this is going to get put aside for a future debug.

it's kinda hard to offer any useful advice without seeing:
- how the the pots are installed / soldered in
- how the switch is wired to the board
- how the jacks are wired to the switch/board.

if you can show us these things, we might be able to make some progress :)

so this is going to get put aside for a future debug.

I just need to take a break from this one.

I have a couple other kits to assemble.

I'll get back to it.
