Vref, +9v, -9v, +18v, GND on Kliche schematic

I am a relative newbie to all the electronics. I have a friend that severely botched a solder job of the Kliche Overdrive. I want to attempt to breadboard the Kliche Overdrive before either buying a new board or trying to desolder all the parts (boards might be burned anyway). I am trying to figure out how to wire up on a breadboard but confused as to the source of vref. I see the +9v, output of -9v and +18v on the charge pump (tc1044) and voltage doubler to the 18v, and the GND. Where the heck do I pick up the Vref to use on the breadboard? Is this 0V relative to +-9v or the +18v? or is vref -9v or -18v and GND is still 0v?

It seems odd that the symbology wouldnt be a triangle pointing out for out and in for in. Maybe just one of those things like -/+ on op-amps! And the way my brain works.
 
It's not an input or an output. Think of it just as a node that connects to other nodes with the same label. It would be messy to draw the lines connecting them.
