Ceasar Chorus Rate knob always maxed

Hi, just finished assembling a Ceasar chorus today. Everything works as it should except the rate knob. The led indicator for the rate is flashing very fast, and when playing you can tell the rate is very high. Turning the rate pot in either direction has no effect on it. I have a B100K installed per the build documentation/parts list. I figured initially it was a bad pot, so I swapped it out still having the same issue. I tried a B250K to see if it'd behave any differently still the same issue. I've attached photos of my board before the pots, jacks, etc... where installed and have no idea where to begin trouble shooting.

Check R4. Should be 10K, looks like you might have a 1K in there.

Edit: nah, they're 5 band. Nvm.

Double edit: R12: you've got a 12K in there, looks like. Needs to be 22k.

Good catch I’m gonna check it when I get it home.

Edit: looking at in person and checking the color code it's a 22k Red, Red, Black, Red, Brown

Seems to be a grounding issue. If I ground off the right lug of the rate pot to the back of the pot or the enclosure it starts working, but only has about 3/4 of the sweep of the pot. Now to figure out how to track that down.

It's likely it's a 12k considering reading it backwards would yield a 21k resistor which are not common at all, and it looks the same as the other 12k resistors you have installed. 22K would be Red/Red/Black/Red/Brown, and R12 is in the LFO section where you are having troubles.
