Definitely have output dry and wet. Just no effect. Makes me think it has to be the VF-1 or the EPROM? Will re-flow just to re-check!

Problem solved! I re-wired the switch using the guide above. Both LEDs work now. I used a 180R instead of 4K7 to get some more brightness on diffuser blues.
