I don't think that the regulator is the source of the whine you are hearing, but it would be good to confirm if swapping to a different regulator makes a difference. The patches that changed the block size did a good job of reducing the whine.

if the pedal worked right for a while but does not work now it seems more likely that something else is shorting out on the board from when you worked on replacing the resistor. the continuity you are measuring is a short to ground which can happen lots of places. look carefully for solder...

the continuity across the capacitor may not be shorting at the capacitor if the part is still in the board. try removing the cap and check for continuity at the mounting holes on the board. if there is continuity there with the cap removed, the problem is elsewhere. you can then test the cap...

you could risk spending $15 or so to find out. there are cheaper sources from china on ebay for the chip, so that probably accounts for the supply for this seller.

I suggest sending the company an email and ask whether you should get an exchange. I had one defective Seed that they replaced last year.

i don't think those chips should be getting hot when remove the seed and power it with the micro-usb port

Besides the nice range of sustain on the notes in your demo, what do you think about the pedal? Did the pedal feel responsive to playing dynamics? Can you compare it to a regular tube bender?

maybe your pedal is fine as is. are you running multiple pedals on one power supply? have you tried a different power supply to see if you still get the noise?
