Got half of it working , the first phaser working like I want it to, seems to have been a bad max1044 chip, which I had gotten several years ago from the company that makes them. Replaced the chip and first phaser sounds great but the second one isn’t oscillating....back to troubleshooting

Try using audio probe and find out where your signal is and isn’t getting getting to, troubleshooting can be very trying as you know

hi , thanks for posting this, how are the bottom right holes wired? Is it in/ground/switch/out the way you normally do? Also the the 2pdt switch a on/on or a on/off/on? Thanks Ray
