Hi, it is work does anybody happen to have some voltage reading's from a working ones, also I'm using
a max1044, is this compatible with this circuit or do I need to get a TC1044SCPA?

Those charge pumps are interchangeable, provided you don't power it with anything above 10VDC.

Which voltages are you interested in and why?

Got half of it working , the first phaser working like I want it to, seems to have been a bad max1044 chip, which I had gotten several years ago from the company that makes them. Replaced the chip and first phaser sounds great but the second one isn’t oscillating....back to troubleshooting
