It's kind of hard to tell from the picture, but is one of those resistors in the bottom row soldered into the "In" spot for the footswitch? Also, make sure you clip those little tabs on the pots when you (eventually) box it up.

So I was curious about c14 and r21 since the modulation signal seemed to stop there. I swapped out c14 and took r21 out entirely.
