I switched them around and now i get signal, but when the pedal is engaged the volume is quite low! Is there a chance I could have fried one of the misplaced IC's?

Based on the part I'm not entirely sure which pads are 1 and 4, you wouldn't happen to remember? does the number correspond to the pin to its right or left?
