    Looks like I've got a CD40174BE instead of a CD4017BE. That would explain it. My eyes go squiffy at times with these part numbers I've ordered a 4017 from a UK supplier and will report back My ICs are from Mouser so they should be good Cheers

Just tracing it through I'm getting signal from TL072 to pin 14 (SIGIN) of CD4046BE, but VCOOUT on pin 4 is that constant squeal sound I removed the CD4017BE and CD4024BE from the sockets and listened again, the same squeal is present on...
