    I'm not sure, great question. An oscillation is just a best guess. Typically I see what's there before trying to determine the cause. But something odd is going on to generate a negative voltage and looking at it with an o'scope is much more informative than a meter.

    Is Q1 base biased  too high? It looks like Q1 is fully conducting (on). This would indicate too high of voltage on the base. this will give very asymmetrical clipping. What kind of clipping is desired? For symmetrical shouldn't the collector be at ~4.5 - 5 volts? But the pedal sounds good...

    Correct. A shielded cable  inside a piece of gear only needs the shield connected at one end. Connecting both ends can create a ground loop which is a source of noise. Do not confuse this with external guitar/instrument cables which do need the shield connected at both ends.
