What kind of devices do you plan to power with this power supply? What range of voltages and currents? A few mA? A few amps? 9V? 30V? Analog pedals don't draw much current, and it may turn out that at 9V and 10mA you don't need such gadgets at all.

What is the preferred hfe range for q2 and q3? Below 100? Below 60?

Regarding Idss - I think we need to move the decimal point, assuming that the current is in mA. For 5457 the current is more likely 2.8mA and not 0.28mA

I also don't know what to expect from this circuit, but since it's a noise gate I would expect default operation.. :) There are also compressors with 4301, but it is probably easier to diagnose the module with a noise gate. I’m from KRA, so a bit far for a visit.

Clean your wiring. IN/OUT wires as short as possible, same with the 3pdt wiring. You can try shielded IN/OUT cables. Also - keep the wires of the one circuit away from another circuit.

Yep, it's correct. But there are different adapter boards available. For example: Remove Q2 + Q3 and measure the voltages. Then maybe remove Q1 and Q3 and do the same. I've already verified resistors (visually, from the photo) - nothing suspicious. Also - make sure there's Vcc voltage...
