I hooked mine up to my ears and I'm hearing the same as you. I've always believed the delay times were limited by the particular 2399 IC but maybe I'm wrong about that?

If you can remove it carefully, it's very easy to breadboard a tester. Set up a simple breadboard with 9v supply through a CLR resistor. Like 4k7. Plug the negative leg on the LED side of the optocoupler inline with the resistor. The other side to 9v power rail. Leave the LDR side of the legs...

For sure acoustic IR's have changed the game completely. I have some acoustic IR's that I can run that "almost" make my Tele sound like a J-45. That's the "aha" moment I had when I realized that all this crazy stuff we do with guitars, amps, pickups, pedals, etc contributes like 5% to the tone...
